A House in Multiple Occupation (HMO) is a property rented out by at least 3 people who are from 2 ‘households’ but share facilities like the bathroom and kitchen. It’s sometimes referred to as a "shared houses" or “bedsits”.


The main HMO tenant categories are:

1.Young professionals

2.Students

3.Tenants on benefits

What is a HMO?

A mandatory licence – sometimes called an HMO licence – is needed for any HMO which comprises five or more persons. It is an offence to operate a licensable HMO without having submitted a valid licence application. Failure to obtain can lead to prosecution in the magistrates court (potentially unlimited fine) or Civil penalty notices of up to £30,000 per offence.


A landlord must have a licence if the following apply:

•it is rented to 5 or more people who form 2 or more households

•some or all tenants share toilet, bathroom or kitchen facilities


Even if the property is smaller and rented to fewer people, a licence may be required depending on local requirements. This is known as Additional Licensing.
